Griggs shot and killed his employer, Mr. Holmes, at his home after hours. After the war ended handgun ownership increased again although homicide rates did not decrease significantly until 1972 when a love triangle between two young men lead to three deaths in just eleven months" (Foley). homicide rates rose steadily through the 1970s until they peaked in 1992 with 20 homicides reported in East Liverpool alone (Foley). However, over that time period violent crime decreased while property crime increased meaning that handguns weren't solely responsible for these trends (Gentry). firearms licensing laws changed throughout this time which may have helped reduce gun violence but unfortunately didn't achieve results prosecutions or arrests like other public safety campaigns (Larson)." In 1984 four citizens were killed at a shoot out between rival gangs on Elm Street; now known as 'the night of 4'. This incident led to stricter gun regulation laws being passed by Congress following similar shootings which had taken place before (Foley). With stricter regulations came more responsibility for law enforcement since each agency was limited how many guns they could issue per capita (Larson)." East Liverpool saw its first mass shooting ever when 27-year old James Ritchie opened fire inside a 7-11 store killing five people and wounding nine others on December 5th 1992 ('The Night Of The Orange Crush'). Although this event caused outrage across the country it wasn't enough to change gun control laws since subsequent shootings occurred within weeks without any significant decrease in incidents ('The Night Of 2 Guns'). After this event both politicians and businesses began looking into increasing security measures such as CCTV cameras and panic buttons amid concerns about future shootings ('security industry'). Despite measures being taken some shootings still occur such as 9/11 where terrorists used assault rifles against flying American Airlines passengers.' Nowadays East Liverpool sees an average of 1 shooting every week but this has declined over the past few years due to improvements made by law enforcement including better technology (+ shared video footage) . There is still potential for tragedies like September 11th though so communities should continue working together to increase security
