The city was founded in 1814 by General David Trumbull and named for his wife Elizabeth Trumbull. It became an incorporated town in 1902. The city is located on the eastern edge of Cleveland, about south of downtown Cleveland and east of the University Circle neighborhood. East Liverpool Stadium is a baseball park located in the heart of the city and home to the Cleveland Indians professional baseball team. In 1814, General David Trumbull founded East Liverpool on land that he had purchased from Miami traders after they had abandoned their posts near what is now Delaware Avenue and I-271 (now part of State Route 801). The name "East Liverpool" was chosen because it was thought to be more auspicious than such other local names as "Cleveland" or "Portage". In 1821, when Trumbull's son-in-law John Gregg moved into East Liverpool with his family and began trading tobacco products from his store on High Street (later renamed Erie), Gregg's location made him one of the earliest settlers in what would become East Liverpool. The first post office opened in East Liverpool on November 10, 1822; it functioned until 1830. On January 12, 1825, residents voted to incorporate as a town under English law due to dissatisfaction with their lack of representation in the local government. Town meetings were held monthly from April 17 through October 17 until incorporation; by December 1st, 1830 all but three members had left for various reasons including differences with township officials over taxation issues or disagreements about how to run town affairs. A new courthouse was built between 1840 and 1841; it burned down during a fire that destroyed most of town on May 3rd, 1861. A new courthouse was built between 1951–1957 by architect Paul Rudolph; it still stands today and serves as the primary municipal building for EastLiverpool proper as well as serving as headquarters for several civic organizations including its police department since 1957 In 1903 John Wertheimer donated 5 acres (20 hectares) northwest of present day Fourth Street between Euclid Avenue and Montague Avenue to make way for a municipally owned agricultural fair which still takes place annually there today known as Wertheimer Park . This fairgrounds are also used host numerous events throughout summertime including car races sanctioned by state sanctioning organizations like NASCAR

In 1792, when General George Washington's army passed through this region during his annual military campaign against Great Britain, he ordered Colonel Robert Rogers to explore and map out an opening into Canada for American forces without losing blood or lives. Rogers' findings were published as The Narrative of Captain Robert Rogers: A Tour over North America on His Own Account (1792). In 1825, East Liverpool was founded by refugees from East Prussia who had fled following the Russian Revolution and unification of Germany under Prussian control. At that time there were only a handful of villages in Cuyahoga County with more than 5% German ancestry; however, East Liverpool quickly attained proportions similar to those found in other major cities across Ohio due to its location at the crossroads between two large cultural areas--the British countryside to the north and west and central Ohio around Cincinnati to the south--and its close relationship with both Cleveland and Akron. Although it initially functioned as a village proper with its own mayor, councilors, courts (including an Admiralty Court), public works department, schools/university degrees (including one designed expressly for Germans), libraries/museums/parks/attractions etc., on July 1 1907 all three cities merged into one entity under Mayor James Pugh's leadership which would remain officially known as "East Liverpool" until 1984 when it changed its name again to "Cleveland". The addition of land within today's limits surrounding downtown caused problems for planners early on but eventually resulted in what is now one of Northeast Ohio’s most vibrant business districts full of high-rise condos overlooking Lake Erie – even including some old buildings still used by local businesses today such as Whetstone’s Brewery Company No 2! Today many residents have mixed Dutch and English ancestors making up nearly 60% of their total population while others are descendants mostly just off immigrant parents who arrived here during waves such as 1965 norvegians seeking work opportunities or family reunification rather than pure German descent like many residents originally claimed; many are also bilingual proficient speaking both English & Dutch fluently even if they only retain limited knowledge or understanding thereof(just check out any popular tourist destinations near you where “Dutch culture” will likely be predominant without any evidence)!
