In 1814, Elisha Holmes made his home near what is now downtown East Liverpool while he awaited clearance to purchase land east of Toledo for a new village he planned to called "New Jerusalem." However, because Ohio had not yet been admitted into Confederation as a state, Holmes' application was refused because it did not include Plainfield Township north of Toledo proper; this applied only to residents living within 2 miles (3 km) of any courthouse or schoolhouse. Therefore, Holmes settled with his family at what is now Point Pleasant Beach northeast of downtown East Liverpool. In 1830, following township incorporation, Holmes donated land southward from Point Pleasant Beach for industrial use: three years later he donated more land to create what would become today's eastern side streets including present-day Superior Avenue between First Avenue and Second Avenue NE – one block long today – finally donating all but one block himself in1836 to form Merrill Road between Third Avenue NW and Superior Drive NE (the remaining block would be given to John Prentice Emerson). Over time these donations led to East Liverpool becoming one of most important industrial towns in Northeast Ohio due to its position along shipping routes as well as its ability to tap into local resources such as coal seams nearby and its proximity to major manufacturing plants like Cleveland Amusement Park and Lake Erie Shipbuilding Company yards.
