East Liverpool, Ohio is a city in the U.S. state of Ohio and the county seat of Holmes County. The population was 27,879 at the 2010 census. It is part of the Columbus-Muncie-Highlands metropolitan area. The first known European colonists in what is now East Liverpool were French traders who arrived in 1795 and named their community "Charcuterie." It wasn't until 1823 that English settlers built a sawmill on the Scioto River, which became one of the largest employers in town. In 1829, East Liverpool incorporated as a village under territorial control of Ohio Territory; it was removed from that jurisdiction in 1890 pursuant to statehood proceedings. In 1800, John Harrison (1766–1835) founded what is now Harrisonburg, Virginia as an agricultural center on his land south of Cincinnati with help from his adoptive father Thomas Jefferson (1743–1826). When Harrison died without issue in 1802, his widow Jane moved to Kentucky to start over again and adopted two more children – James Kipperly (1800–1868) and John Quincy Adams (1767–1848), both future presidents – but they all lived there only for a few years before moving back east to live with their maternal grandparents until they were old enough to go westward themselves. So began what would be known as America's Great Migration: generations of farmers families headed north for new opportunity and new challenges in a rapidly changing region where land was scarce and profitable. In 1830, Charcuterie had grown too small for its own corporate entity so it merged with neighboring Mayesville into one body called "The Mercantile Company." This new company prospered by importing goods such as flour from England while also buildingriverboats that serviced local shipping routes between Cleveland and points west. By 1840, however, competition within mercantile circles had led The Mercantile Company into bankruptcy; its assets were sold off piecemeal through various combinations until 1850 when it amalgamated once again with other businesses including The United States Telegraph Company to become "The United States Telegraph Company & Railroad Corporation" or USTC&R; this incarnation continued operations until 1971 when it was sold along with most of its assets including trackage rights over the Erie Canal to Penn Central Railway Co.; today Amtrak operates passenger trains over portions of its former line between Pittsburgh PA and Buffalo NY via Scranton PA daily except weekdays during rush hours; During this period some important changes took place in East Liverpool Township: residents voted unanimously on April 15th 1865 to adopt incorporation as a city under then- Mayor Jno Hennessey's namesake township promotion act which made East Liverpoolthe first municipality formed from territory annexed since statehood less than two months earlier!
