The area that became East Cleveland was part of the town of Sandusky and was named for John Cleaveland, an American Revolutionary War general and namesake of the village of Cleaveland on Lake Erie. The first Europeans to visit what is now East Cleveland were French traders in 1795. European settlers began arriving by wagon train from Illinois in 1815 and started trading with Native Americans and building homes on land they acquired along the Scioto River. In 1827, General James Kapp recommended that the government set aside land east of downtown as a township to be called "East Cleveland". A committee led by Kapp approved the name on November 15, 1827. On January 25, 1830, President Andrew Jackson signed legislation creating Cuyahoga County, including East Cleveland within it. On March 1, 1830, East Cleveland had its incorporation as a city with a population of 10 people. On May 14th 1840 German immigrants founded the City Brewery which still operates today as one of America's oldest breweries

In 1840, a bridge over the Cuyahoga River named for General David Dennison crossed it at Congers Road. The city of East Cleveland began to emerge as a major center of industry and commerce within Ohio during the late 19th century. This development came about through two factors: First, because there were few other places within reach of Northeast Ohioans who could offer them high-quality manufacturing jobs; and second, because entrepreneurs saw opportunities to develop new business ventures inside what had been known as "the rust belt." By 1890,East Cleveland had become one of America's largest cities with a population exceeding 200,000 people. During this time period also emerged significant African American businesses and professionals who helped create an African American cultural presence in East Cleveland which continues to this day
