The device consisted of a canister filled with pepper gas and a launch tube that allowed the gas to be discharged at target individuals. It was used as a warning measure during riots and disturbances in the city. The dispensed pepper spray was manufactured by Wm. H. Morgan & Sons Ltd., of London, England. It remained in use until 1932 when it was replaced by an automatic system operated by a hand crank
