Dover is a city in Stark County, Ohio, United States. The population was 10,531 at the 2010 census. It is the county seat of Stark County. The town of Dover was founded by George Washington and his family in 1795. It was originally called Manchester but changed to Dover in 1802 because of its location on the Delaware River. The name originated from "Dover-on-the-Hudson" which means "place where water flows over a hill." In 1825, Dover became the first town in Stark County to be made up of all white people when it amalgamated with neighboring Decatur Township. In 1836, Dover built its first steamboat, the brigantine USS Concordia which ferried goods and passengers between Dayton and Portsmouth on the Ohio River. The paddlewheel steamer stopped at Dover for two weeks every year from 1840 to 1846 to bring goods back from Philadelphia via the river route. The Portsmouth–Dayton Ferry Company was organized in 1847 and continued running until 1923 when it merged into Dayton's bus system. In 1870, the Great Northern Railway cut through Dover providing an easy connection between Cleveland and Detroit across Lake Erie; this helped spur development along what is now Interstate 90 south of town including much modern shopping center development around I-270/I-75/I-280 (the old routing). Many farms were abandoned as families moved closer to cities looking for opportunities for work or better schools while others chose to remain rural following railroad construction nearby. By 1920 only 1% of residents lived in downtown apart from small pockets around I-275/I-280 (now known as University Avenue) that had been developed since WW II as a commercial corridor serving local industries such as auto parts manufacturers General Motors (GM) and Chrysler Corporation (Chrysler). This rapid change can be seen throughout downtown areas like I-275/I-280 that have been redeveloped multiple times over time with most recently becoming home to several large apartment complexes dating back to at least the early 2000s including One Michigan Place - one of Cleveland's largest office buildings - before being replaced by retail stores such as Ross Dress For Less before being demolished in 2017 due to high property values associated with its site near Progressive Fieldhouse redevelopment project adjacent Interstate 496 having caused traffic difficulties during baseball games since their inception dating back more than 50 years! Some notable structures still standing include Rochester Institute of Technology building which stood until 1951 after undergoing numerous modifications including adding a new third floor addition during World War II; Presbyterian church built circa 1830 remains unaltered today despite repeated moves throughout neighborhood; several homes located directly behind First Congregational Church still stand today although many windows have been replaced with more recent brick constructions reflecting increasing suburbanization within city limits not far from current day school district boundaries!
