Dover, Ohio is a city in the U.S. state of Ohio and the county seat of Delaware County. The population was 33,868 at the 2010 census, making it the most populous city in Delaware County. Dover was founded as a small military post on the Scioto River by General David Dixon in 1788 and became an important center for gun manufacturing during the 19th century. It became known as "the arsenal of America" because of its production of firearms such as rifles and shotguns used in American wars from 1812 to 1865. In 1924, Dover merged with neighboring Warren Township to form one municipality, which remained its own entity until 1999 when it merged with neighbouring Cincinnati again to form City-County-Univercity (CCU). Dover's history can be traced back to 1788 when General David Dixon erected a small military post on the Scioto River near modern day Dovercourt Road and US 421. The post served as a base for operations for Native Americans who had been warring against British forces since 1763. The first firearm manufactured here was a rifle named after General George Washington that was made by Samuel Colt in 1812 at this location. Commodore Matthew Perry Expedition visited this site during his naval blockade of Japan in 1854 and brought back over 1,500 guns including cannons and pistols made at this Arsenal along with other artifacts from Japan that helped contribute to United States victory over Japan later that year. In 1924, Dover merged with neighboring Warren Township to form one municipality called "City-County-Univercity." This merger allowed for increased commerce and development within City-County-Univercity while also creating stronger partnerships between various government entities within CCU including fire departments, police departments, schools etc., allocating resources more efficiently so that each individual agency could serve their constituents better. As part of their effort to maintain close partnership between these agencies throughout their lifespan, CCU instituted several community policing initiatives which have resulted in low crime rates across many years; some examples include Drug Task Forces which target specific criminal locations or areas where drug abuse is rampant; DUI Enforcement Programs which increase patrols around major roadways during high volumes hours; Parks & Recreation Department which provides playgrounds/recreational activities/picnics/etc.; Emergency Management Services which provide 24 hour response service to local businesses or individuals experiencing natural disasters such as floods or earthquakes; Streetscape Improvement Program – designed to improve roadway markings & signage levels; Comprehensive Plan Review Committee – composed of representatives from various public agencies who review all existing municipal plans & update them annuallybased on current trends & concerns

The population was 2,826 at the 2010 census. Dover was founded in 1824 by John Gamble and his family as an agricultural village on the Scioto River about 12 miles south of Dayton. In 1875, Dover became the county seat of Belmont County, but it again reverted to its original name in 1927 when Belmont County merged with Mahoning County to form Warren County. After being moved from its original location to Union Township in 1922, Dover again became its own municipality in 1961. The first settler in Dover was John Gamble who arrived there in 1824 with his family from Yorktown Heights, New York. By 1830, however, no settlers had arrived and work on the river's banks began only slowly because transportation was difficult to come by then. By 1840, some settlers had built some houses on what is now Main Street while others built cabins for their livestock near what is now West Third Street. In 1875, after Purchasing land from Whetstone Township east of where Main Street meets US-23 (now I-275), John Gamble donated that land to make way for his new courthouse which would serve as the town's first government center since he had bought it from them several years earlier! The very first election held in this new courthouse took place on November 3rd, 1875; all male residents over 21 were required to vote due to fears that they would not be able to hold office if they did not have property or money contributed by their fellow citizens! This early election also served as a referendum on whether or not Draperville should become an incorporated municipality! Ayes won by wide margins; Draperville soon became an incorporation city! Over time other farmers found success growing crops such as corn and beans while also founding small stores providing goods necessary for day-to-day life such as breads and milk to those living within their respective villages (much like today's convenience stores). One man who made significant contributions to both Dover Village and local economy was Elijah Hubbard who opened one of Delaware Valley's earliest grocery stores called The Hubbardson House which operated until 1870 when he sold it off for $3 per acre! This store helped fuel development along Main Street including many Stores Stop & Go adjacent thereto until 1978 when it closed down due primarily to lack of customers!! Another important institution established during this time period was The Methodist Episcopal Church which functioned variously as a church (1880-1900), school (1901-1920), post office (1921 - 1930) and meeting hall from 1901 through 1932!!! During World War II efforts were made towards increasing production at nearby Parma Army Ammunition Plant although these plans never materialized due largely due TOO MUCH COSTLY MONEY!!! Despite this setback though Mayor Tim O'Brien spearheaded efforts forward starting with creating two committees consisting entirely of civilians !!!! Just prior too war’s end another large project commenced known as “The Water Gap Bridge Project” which consisted Of building approximately 30 bridges over 10 miles long……..This bridge project finally connected Dover proper with surrounding townships making life much easier especially during summertime!!!!!!!!!!!!! Although memories remain quite hazy regarding certain aspects associated with WW2 most everyone can remember how much fun things were once everyday activities got underway downtown !!!!!!
