It was founded in 1825 by colonists from Dover Township in Wayne County and named for Admiral George H. Dover. The first store in Dover was built on Main Street in 1827. The town grew rapidly during the 1830s– 1840s due to its strategic location on the Scioto River between Cincinnati and Toledo. In 1846, Dover became one of the original thirty-six townships of Ohio chartered under the state constitution. It lost its status as a township after it failed to meet certain financial requirements; however, it remained an unincorporated community until voters ratified an ordinance incorporating it as a city on November 2, 1952. Dover experienced rapid growth throughout much of the 19th century due to its strategic location on the Scioto River between Cincinnati and Toledo; but by 1870 it had shrunk back to its original size due to transportation problems caused by its close proximity to both cities and their corresponding railroads. However, that same decade saw another dramatic change when Delaware Valley Railroad moved its head office from Dayton to Dover; this led to increased business opportunities for local merchants and entrepreneurs who began developing businesses such as lumberyards, restaurants, breweries (the first being built in 1865), banks (the first being established in 1888), cotton ginners (founded in 1892), auto parts stores (founded 1922), and shipyards (founded 1924). By 1930 only two businesses still existed within downtown Dover—a grocery store and a post office—but over 100 businesses now operated within surrounding neighborhoods including some dating back more than 150 years!During World War II many key industries were located within or near Dover: munitions production at Lake Defiance Arsenal; aircraft manufacturing at Buffalo Billion Air Force Base; automotive manufacturing at Toledo Race Body Plant; shipbuilding at Portsmouth Naval Shipyard; textile industry at Wilmington Textile Corporation.; all of which played significant roles during wartime: as well as providing jobs for locals during peacetime. After war ended many local companies merged or closed down: among them were Delaware Valley Railroad (. which became part of CSX Transportation) and Parma Paper Company (). The city's rapid growth stopped around 1970 although there has been some redevelopment taking place with new construction such as a new fire station/police substation complex completed in 2007 and plans are underway for an evenlarger shopping center adjacent to Interstate 71 called "New Town". Downtown duties have been taken over by open-air malls like "Mall of America" east side since 2002 while most major services continue to be provided locally including police/fire protection, public works departments etc.. In early 2018 plans are beginning fruition for a large mixed use development called "The Crossing" that would include residences/condos along with commercial space including multiple restaurants/. Some residents have voiced concern about how this will impact traffic congestion around I-71 & Mall Park which shouldering most of the blame
