In 1902, residents voted to incorporate as a village under the name Fremont Township; however, this decision failed to gain approval from county officials so it reverted back to township form two years later when again no action was taken on behalf of either village or township trustees regarding incorporation status or management within their respective jurisdictions. In 1916, Dover voters passed an ordinance establishing gradeschooling opportunities within their borders; however after only three years full implementation due to opposition from nearby Fremont Township Elementary School District No 2 (now Cleveland Heights-Warren Local School District), efforts failed once again and gradeschooling remained an anomaly within both villages until 1992 when Dover's first high school opened its doors - also serving as home for local elementary schools adjacent to Fronte Township High School until that district's closure in 2002). In 1990-1991taxes were raised 3%. This tax increase helped support new infrastructure projects such as: widening streetscapes around town hall; erecting new buildings at various parks/lands including University Park; streetlights throughout town centre; new water mains entering town from outside sources (including those drilled under Fronte Township); developing land north of downtown into mixed-use development with commercial/residential space pimped out along its border - these developments were all eventually renamedultanate park following developer approvals through eminent domain proceedings beginning in 2003 In 1924-1925the first interurban service called Mayfield ran between Dayton and Elyria without stop at Dover while still using trackage rights through Mynderdon Center located just east of today’s intersection of I-71 & US 12 Business Boulevard In 1970 local resident Rich Bendix formed Tri City Transit which started operating buses operates between Mentor & Amherstburg connecting those areas providing transportation needs not met by autos or cars
In 1814, the area that is now Dover, Ohio was part of the Northwest Territory. The territorial legislature passed a bill to create a county in the territory and named it “Dover County”. The first courthouse in Dover was built in 1821. In 1827, the state of Ohio created its own government and within two years Dover County became part of that entity. On March 1, 1830, Dover County attained full independence from Ohio when it merged with Lucas County to form Wyandotte County.
