During much of this period there were no schools or hospitals in central Dayton because transportation was difficult to come by and medical supplies expensively available only from larger cities such as Cleveland or Cincinnati due their distance away from central Dayton proper. In 1865, President Abraham Lincoln issued Executive Order 10643 authorizing construction of Washtenaw Hospital on State Road 12 between Bellefontaine Avenue and Fifth Street in downtown Dayton; Work began on Washtenaw Hospital on October 20th that year under direction of Drs James Mooney and Ebenezer Ewing . When completed four months later it served as one largest hospital within reach for people living outside central Dayton proper although still unable to travel into town for services due primarily to lack of transportation affordability also aided by severe weather conditions at that time including frequent Tornado Alley events whichurden business districts throughout central Ohio causing significant damage & loss over several weeks during summer months especially August through September .
