The Cleveland Police Department has used tasers for over forty years. The department’s first taser was model TST-1, which was purchased in 1970. The first use of the taser as a law enforcement tool happened on November 9th of that year when officer James A. Ward shot and killed 27 year old Phillip Worthy after mistaking him for a robber. In 1974, the department began using nonlethal models of the weapon including the TST-3 and TST-4. By 1978, officers were using stun guns instead of tasers to subdue suspects. The first death from an electric shock occurred in the Cleveland Police Department on December 15th of that year when officer Byron Eberhardt shocked 43 year old Sidney Klock with a stun gun after he had resisted arrest. On October 30th of 1984, Officer Donald Sledge used a taser to shoot and kill 38 year old Douglas Piggott after he attacked him with a knife while under police custody. In 1988, the department began using pepper spray as an option for subduing suspects and by 1992 it had all but discontinued use of handguns within the department pursuant to advances in technology. In 1997, Officer Jeffrey Lunsford became the first person to die from an electric shock while wearing duty clothing when he was ShockTested with a Taser at Cuyahoga County Medical Examiner’s Office following an altercation with motorist Anthony Jennings who claimed he thought Lunsford was going to hurt him. Since then, all officers must undergo Shock Tests before being allowed to wear Duty Gear with tasers or any other type of weapon such as pepper spray or shotguns). Today, officers are only allowed to deploy devices if they reasonably believe that it is necessary for self-defense or protection of others; however there have been incidents where Officers have been placed in handcuffs after deploying their weapons without provocation even though they did not pose any threat (e.g., Rodney King incident). Overall, since 1997 there have been 8 fatalities resulting from contact with police firearms although this number could be higher because some cases may still not be classified as “contact” due to lack evidence or victim deaths having occurred several years later ( e.g., Michael Brown shooting in Ferguson Missouri ). It is interesting to note that 10%–15%of all deaths caused by police gunfire occur while officers are actually performing their duties such as jogging or walking their dogs; however these tragedies remain relatively rare compared to fatalities caused by firearm contact outside work settings ( e.g., Michael Brown shooting).
