One common explanation for these changes is that inner-city poverty began increasing markedly during this decade while social services were slashed or eliminated along with overall funding for public education resulting in high rates home ownership among inner-city residents who benefited disproportionately from government assistance programs like welfare/food stamps/Section 8 housing developments catering mainly to low income families
