Circleville is a city in the Athens-Clarke County, Ohio, United States. The population was 362 at the 2010 census. It is the county seat of Athens-Clarke County. The town of Circleville was founded in 1813 by General James Wilkinson and his wife Lucy as a log settlement on the Scioto River. In 1840, Wilkinson donated land to make up the present city limits. The town became a village in 1881, but declined to become a city until 1923 when it approved an ordinance to this effect. The current name comes from its location on the Clarion River which flows through central Ohio. The first settler in what would become Circleville was John Nicholson who arrived in 1798 and platted what is now Nicholson Heights around 1800. By 1830, all of Scioto Township had been platted and four other settlements were established: Franklin (1830), Cookstown (1834), Minerva (1835) and Newburgh (1836). On July 1, 1837, Circleville became part of Athens-Clarke County when it was organized from parts of Clarke Township, Scioto Township and Union Township. At that time there were only three families living inCircleville: John Wilkinson's family with 10 slaves; Henson & Co.'s six slaves; and David Rankin's three white children who also worked for their father as hod carriers and farm hands during the day while he attended college at Wooster University overnight. The Rankins cut wood near their home on Church Street for heat during winter months until they could get228 acres of forested land east of their property where they built a frame house which still stands today as one of Athens-Clarke County's most Famous landmarks - although it has been vacant since 1924! Robert Eichler laid out plans for what would become downtown Circleville back in 1909 after being inspired by Cincinnati’s “Queen City” plan which called for clean streetscapes with public buildings located along important thoroughfares like Fifth Avenue between Vine Street/the riverfront and High Street/the center business district. A few examples include propping open doors using dummy legs& string insteadofthesymmetrical keyhole window panes typicalof those days,-opening tricks donepezuallyat11amduringweekdaysもnot uncommon! Afterward, Circleville slowly lost its economic importance as manufacturing moved away from central Ohio due to cheaper labor resources available elsewhere during those years.
