Jimmie Stahl founded a lumber mill in Circleville in 1902 and continued operation until 1921; it remains one of only two mills still operational in rural Ohio today (the other being an ethanol plant located outside Toledo.). In 1922, Circleville voters passed an ordinance establishing their own school system which operated until 1957; during this time students were transported by horse and buggy to Athens Township schools where they boarded before attending classes.
