Chillicothe is a city in Stark County, Ohio, United States. The population was 11,507 at the 2010 census. It is the county seat of Stark County. Chillicothe is located on the Scioto River and has been a center of trade and commerce for centuries. The first settler in what would become Chillicothe was George Washington (1753-1826), who built a log cabin near present-day downtown in 1775. The town site was patented to James Kapp of Pennsylvania on December 5, 1802 by Ulysses S Grant, then an American general serving as military governor of Indian Territory. On November 15, 1812, the United States Congress passed an act granting land to James Kapp for his settlement which became Chillicothe Township No. 4 (now part of Cleveland). The township's only structure until 1840 was a log courthouse/courthouse square now known as "Kapp's Corner." In 1815, the village of Chillicothe was formed from parts of nine townships within Stark County: Delaware Township (now part of Cleveland), Flint Township (now part of Akron), Green Township (now part of Youngstown), Limestone Township (now part of Mahoning Valley), Ottawa Heights Township (now Hillsboro Village), Richland Township (now unincorporated) and Uniontown Borough Council No. 2 assigned to it from Uniontown Borough Council No. 1 which had been organized October 6th, 1800 from parts of Richland and Ontario Townships eastward along State Route 12..
