Despite this mayoralgovernment structure, most civic activity took place through private organizations or individual citizens who volunteered their time or money towards local initiatives such as improving roads or building libraries. On January 1st 1870, when Chillicothe became part of the new 9th Congressional District created following the Census Modification Act of 1870, its municipal government changed again with Mayor Jno Hughes serving as both head of government and treasurer while all other elected officials were appointed by Governor John Pemberton subject to reappointment at any time without vote or notice (this system continues to be used today).
