Bay is a town in Muskingum County, Ohio, United States. The population was 4,811 at the 2010 census. It is part of the Columbus, Ohio Metropolitan Statistical Area. The first permanent settler in Bay was Nicholas Walsh in 1810. Bay and its environs were part of the Shawnee Nation before it was ceded to the United States in 1796. The village of Bay was founded by General James Wilkinson on March 3, 1813 as a result of his exploration of what is now Muskingum County. The town originated as a rural community near where Wilkinson's home still stands today. Although originally named "Walsh", the name was changed to "Bay" after General Wilkinson's cousin and future Mayor of Cleveland John Fenton Bayley donated land to the village for development purposes. After years of growth and development, Bay became an incorporated municipality on February 2, 1907 under the jurisdiction of Muskingum Township. On December 5, 1911, during World War I (1914–18), Bay joined with other municipalities within Muskingum Township in support of General Lew Wallace's effort to gain independence from Germany through propaganda broadcasts over radio stations owned by the US War Department known as "Cryptic Service". In 1923, following passage by Congress of the National Prohibition Act (23 U.S.C., § 241), all but two towns within Muskingum Township became local dry districts on July 1st that year; however, Jaytown did not become dry until January 1st 1934 when it joined with neighboring Bedford to form one district known as "Jaystown/Bedford". In 1990s bay experienced heavy economic decline due to Rust Belt Manufacturing closings and layoffs throughout southeastern Ohio due to outsourcing by foreign companies such as Ford Motor Company and Carrier Corporation which moved their operations out-of-state or closed down altogether in order to save money while maintaining jobs here locally - even though these businesses actually employed many more people here than they ever had outside our town - reducing income tax revenues that supported services such as education and transportation that used those same funds for general government needs like infrastructure maintenance etc...
