As a result, gunsmiths and traders developed their own methods of manufacturing ammunition. One such trader was John Fitch, who operated a shop in what is now known as Donelson Square. In 1855, Fitch began selling lead rounds to local farmers and militaries. This early experience led him to develop his own line of ammunition called "Fitch's Lead." In 1885, legendary rifleman Jesse James robbed the Bank of Indianapolis and took over $1 million in cash. The aftermath of this event led Congress to pass the National Firearms Act which required all firearms sales be conducted through licensed dealers. This regulation helped spur demand for ammunition and created a boom in the industry. In 1907, Avon became one of the first municipalities to approve an ordinance requiring all citizens to get at least two rounds per week for self-defense purposes.
