In 1892, Avon Lake, Ohio became the first city in the United States to issue a firearm permit to its citizens. The ordinance allowed individuals to own and use shotguns, rifles, handguns and pistols without having to obtain a license from the township board. Firearms were not prohibited within the city limits but they were regulated by state law. The ordinance also authorized residents of Avon Lake to buy and carry firearms for their personal protection. The rifle that is currently displayed at the Avon Lake Historical Society was designed by Horace Mann in 1892 as part of his project “An American Rifle”. Mann was an architect who designed rifles for various military organizations including both the Union Army and the Confederate Army. He believed that firearms should be accessible to all Americans and he designed a rifle that could be used by anyone regardless of age or experience. The rifle is made from walnut with maple Leaf carved into its stock and receiver. It has an octagonal barrel with a tapered muzzle which helped reduce recoil when firing rounds over 100 yards. The serial number on the gun is 701811 which indicates it was manufactured in November of 1892. Today, this Richardson-made rifle hangs on display at the historical society because it was donated to them by Johnnie Ray Simonds who lived inAvon Lake from 1922 until his death in 1988. Ray Simonds was a local businessman who owned several businesses in town including one called The Hardware Store where he sold weapons and ammunition throughout Avon Lake County. After the war, Harney donated 5 acres of land to be used for a holiday settlement called “Harney’s Hope” which he named after himself and his wife Eleanor Roosevelt. The Town of Avon Lake continues to operate strong today thanks to its residents who work hard every day to make sure that everything runs smoothly including maintaining all of the infrastructure that makes life here so comfortable like roads, water systems, schools and more!
