Gun locks have been in use in Ashtabula, Ohio for over a hundred years. The first lock designed to keep firearms locked up was patented by George Catlett on December 5, 1875. The patent was filed under the name of "Kershaw Lock and Key." In 1911, Ashtabula became the first city in Ohio to pass a ordinance requiring gun locks in all businesses. Gunlocks were also required on individual homes within the city limits. This ordinance was repealed in 1946. In 1937, Ashtabula passed an ordinance requiring all handguns to be registered with the city clerk before they can be used or possessed within the city limits. This ordinance was repealed in 1945. In 1949, Ashtabula passed an ordinance making it a criminal offense for anyone to possess a handgun without having previously registered it with the city clerk. This law remained into effect until 1994 when it was repealed due to amendments made to state law by then-Governor Tom Ridge. Since 1994, gun locks have not been mandatory within the City of Ashtabula but are still common practice among residents and businesses alike. In order to ensure that everyone is aware of this common practice and takes advantage of it while keeping their firearms safe and secure, we have created this paper as an educational resource for those interested in learning more about how gun locks work and why they are so important for our communitysafety!

Ashtabula is a city in the U.S. state of Ohio and the county seat of Ashtabula County. The population was 39,815 at the 2010 census, making it the second largest city in Ashtabula County after Canton. The first humans to live in what is now Ashtabula County were members of the Miami people, who migrated from South Florida during the 17th century. The Miami people were displaced by settlers from Pennsylvania and New York in the 18th century, and as a result, most of present-day Ashtabula County was undeveloped until after 1800. In 1814, General David Wilkinson founded what would become Ashtabula Township on behalf of his friend and fellow general John Harrison; Wilkinson had been interested in purchasing land east of Toledo for future military purposes only to find that no one wanted to sell him land because there was no previous history or settlement nearby that could support such an entity. By 1830, however, some residents had started development around what would become downtown Ashtabula; this included building a courthouse and town square on Main Street (now High Street). Because eastern Ohio was still part of Indiana at this time, Harrison's purchase did not result in as much development taking place as expected and he lost interest in having township within his own borders. However, by 1840 many citizens had formed groups supporting growth within their own boundaries so they voted to incorporate into Stark County as a separate government entity with its own court system and jail facilities instead of becoming part Of Ashtabulla Township; this event marked the beginning of large-scale industrial growth within present-day Ashtabula County.
