When the town of Amherst, Ohio was founded in 1814, it was the first community on the current site of Amherst. The land for the town was donated byhard-working settler David Rice. In 1861, when Cleveland incorporated as a city Limits adjustment Act (5 USC § 9) amendment resulted with boundaries changes among townships within Cuyahoga County effective February 14th 1861 which also affected Amhersster including incorporation into Cleveland proper amending article IV section 3 thereof such that Section 4 read: " Except properly annexed thereto by ordinance approved by two thirds vote at a meeting called for that purpose by election commissioners appointed pursuant to section 801(a)(1)(A) OF THE OHIO CONSTITUTION" . This annexation made possible development eastward along Euclid Avenue through downtown Cleveland which began taking form rapidly northeastward starting around Superior Street with buildings going up between Superior and Jackson streets until one could walk westbound along Euclid Avenue east towards Roosevelt Road Goaltenders never allowed carts or wagons on Roosevelt Road during this time period

On July 4, 1807, Amherst became the capital of Ohio after a vote by the General Assembly. The city was founded on the east side of the Scioto River in what is now downtown Amherst. The first mayor of Amherst was John Reynolds. In 1809, a new courthouse and jail were built in town. In 1830, the university was founded in town and the first president of University Park State Normal School was named Professor David Dudley. On November 1, 1835, Representative James Kieft introduced a bill to make Amherst an independent state within the United States. The measure failed to receive enough support and Ohio remained part of Indiana until1847 when it seceded to become its own country.
