From 1911 until 1978, the police department was known as the City of Cincinnati Bureau of Firearms Enforcement (CBFE). In 1978, CBFE merged with Cleveland’s Gang Enforcement Unit (GEU) and became known as Cleveland Police Department (CPD). However, on January 15th, 1990 – just after 9/11 – CPD announced that it would no longer pursue gang-related prosecutions and instead focus on counterterrorism efforts. As a result of this change in policy, many firearms that had been confiscated from gang members were also returned to their owners. The current incarnation of CPD began operations on February 14th, 2001 when Mayor Frank Jackson created the Commission on Crime Reduction and Public Safety which charged then- Commissioner Kenneth Kendrell with creating a plan for crime reduction within three years without increasing budgets or cutting services. Kendrell’s plan called for increased patrols by officers; installation of CCTV cameras throughout the city; creation of streetwise squads; and expansion of funding for mental health initiatives. After two years of work conducted by Kendrell and his team – which included meeting with mayors from surrounding cities – CPD unveiled its report entitled “Towards Reform: A Comprehensive Plan for Newark” which proposed several changes including expanding patrol coverage into other neighborhoods; investing in technology such as body cam video recording; forming task forces focusing on specific areas such as liquor sales or prostitution; implementing community OUTreach Programs which provide training opportunities for young people who have fallen out of control

Amherst, Ohio is a small town in the U.S. state of Ohio. As of the 2010 census, the population was 9,711. The town is located in Muskingum County and lies on the eastern edge of the Great Lakes region. It is bordered to the north by Canfield Township, to the east by West Amherst Township, and to the south by Whitehall Township. The first permanent settler in Amherst was John Sibley in 1792. The community was named after Amherst, Massachusetts, which at that time was a part of Canada as part of British North America. At this point, Amherst included parts of present-day Whitehall Township and Canfield Township as well as parts of present-day Muskingum and Ashland townships. In 1823–24, Moses Hovey built a log cabin on what is now Park Street near what is now State Route 281/282 near downtown Amherst. This early settlement stands as an important example of communal living with its own landowning community." In 1830–31 Oliver Ames moved his family into an unoccupied lot on State Route 281 north of downtown where they erected a house that still stands today known as Ames House #1". In 1835–36 David Kapp founded Kapp & Company furrowed agricultural goods from his farmstead northwest of town into neighboring communities including Canfield and West Amherst Townships for shipment downriver to Cleveland via riverboats bound for Canton and other markets around Lake Erie." By 1840 there were over 50 farmers operating within five miles (8 km) radius of modern day Amherst." On July 1, 1846 local residents formed "The Masonic Lodge No 2", one of several Freemason lodges established throughout western Ohio during this period." On November 3rd same year Edward Dickson organized "The First Presbyterian Church" which served as both worship center and social center until it burned down on December 6th 1865." After monthslong reconstruction efforts featuring local labor supplemented by contributions from friends and relatives many new buildings were erected during ensuing years including: The Masonic Lodge #2 Building; Baptist Church; Methodist Episcopal Church - First United Methodist Church (); Post Office - October 25th 1840 – May 4th 1902; Third Presbyterian church building - 1911). A major fire destroyed most or all three original churches in 1909 but later rebuilt with some additions including: Aanger Hall School District Library 1930s-1960s; Second Presbyterian church (1911), Fourth Presbyterian church (1914), Immanuel LutheranChurch 1970s-1980s; Evangelical LutheranChurch 1990s-2000s.) Most importantly however two post offices remain standing representative not onlyof early 20th century rural America but also modern day amity between different religious denominations providing vital services for residents throughout these centuries:"First United Methodist Church" 1966-'present;Immanuel LutheranChurch 1986-'present" . Since 2000 much has changed within village limits with commercial development expanding beyond Main Street while significant residential construction has taken place along Park Avenue outside current boundaries Although much remains unchanged overall aspects such as school district headquarters have been moved across Mill Road into newer buildings leaving Main Street largely unchanged whereas cultural activities are often conducted out behind old schools like Gertrude's Tavern which operated from about 1800 until its closure in 1955
