As part of Ulysses S. Grant's general amnesty act of 1881, all former slaves who had not fought in American Revolutionary War or then serves time under Confederate control (12 years or more) were given amnesty and allowed to live unmolested within their former owners' property boundaries-- except for those living on public lands acquired through military action during that war years such as Battle Creek National Battlefield Park located just east of downtown Akron today). This policy remained effective until 1974 when Congress passed legislation setting forth specific requirements for forgiveness including full restitution to each slave owner plus reimbursement for lost income during any period since emancipation (this measure was later repealed byCongress but has been revived numerous times).
