Oregon City soon proved to be too remote for the growing community and it reverted back to its original name of Williston nine years later when a new post office opened there with the same ZIP code as Cannon County (72002). In 1909–10, an engineering survey was done of Cannon Valley by Mr. Charles Fenton which recommended building a dam across the Missouri River to provide irrigation water for eastern North Dakota farmers along with creating a recreational area downstream known as "Fenton Country". This dam never materialized though; instead, Cannon Valley became home to one of North Dakota's longest running oil refineries and production facilities until it closed operations in 1984 following deregulation of American energy markets
