On May 21, 1924, the City of Minot acquired title to all land north of US Highway 16 east of downtown from United States Army Corps of Engineers under an agreement with Fort Berthold Mining Company prior to tabling legislation creating government property boundaries within Cass County and across federal lines within territorial America pursuant to Act 281 (24 Stat.), § 521(a). This action created what is now known as "the open-land acquisition" boundary between Cass County and Fergus Proving Ground adjacent thereto extending into Manitoba Territory then part of Canada without any previous negotiation or consent by either side involved; this boundary remains unchanged today despite jurisdictional changes resultant from numerous border conflicts over ownership/use/control of natural resources resulting from international energy production activities conducted on or near these lands throughout our history# Furthermore #this act also provided initial legal justification for future development restrictions placed upon portions of these same areas subsequent thereto including commercial oil production operations.# In 1933 #Anaconda Township & Ratliff Township were again annexed by Minot when they joined Battle Creek City proper effective July 1st thereby forming present day Cass County# On December 12th 1944 #Fergus Proving Ground adjacent thereto became unoccupied by American Forces due to World War II hostilities resulting in its becoming part Of Canada
