The history of firearms in Minot, North Dakota is complex and full of both proud and shameful moments. The town was founded in 1881 as an agricultural community adjacent to the Minnesota-North Dakota border. It quickly became a center for gunsmithing and hunting, and by 1903 there were more than 100 firearms dealers in the town. Firearms play acentral role in the town’s economy, social life, and culture, and Minot has been known for its Accuracy Assurance Program (AAP) marksmanship tests since 1951. In 1917, when World War I began, Minot was one of the few towns in North Dakota that stockpiled weapons. By 1918 it had collected over 6800 rifles and shotguns, making it one of the largest arsenals in America at that time. The city's pro-gun attitude continued into the 1920s; by 1925 there were over 50 rifle clubs and 20 shotgun clubs in operation. In 1933 violence erupted following a dispute between two gangs over control of a local grocery store; after three days of standoffs gunfire killed 15 people and injured dozens more. Afterward Mayor Harry Cramer announced his intention to arm all citizens against future bloodshed. By 1935 guns had become so prevalent in Minot that Gun Owners' International Union president John Leland called on his fellow NRA members "to do everything within our power to make sure this little town never becomes another Stonington" (Moses 1990). This campaign led to passage of ordinance No. 1 limiting handguns to individuals 21 years or older with government-issued permits only; it effectively ended gun ownership by civilians withinMinot boundaries (Frost 1991). In 1957 residents voted to ban all handguns but those registered with police department – which remains the law today – although possession is still allowed pursuant to permit requirements (Krohn 2006). Gun sales increased during World War II as patriotism soared across America; by 1945 there were 2500 firearm dealers operating throughout North Dakota alone (Lenchman 1996). However, after Japan bombed Pearl Harbor on December 7th 1941 President Franklin D Roosevelt declared war on Japan regardless of American military preparedness; this decision scuttled thousands of civilian arms purchases throughout America. With no resources available for rebuilding post-war America vast numbers of American factories stopped manufacturing firearms entirely –Minot saw just 10 firearm dealers operate through 1944 (Krohn 2006).
