Shepard and his father, Don, were the only active shooters in Mandan when they died in a shooting at a local paper mill on October 25, 1984. The massacre was the deadliest mass shooting in North Dakota until the Pulse nightclub shooting in Orlando, Florida four years later. In January of 2018, North Dakota became the first state to pass a bill outlawing so-called "bump stocks" which allow semi-automatic rifles to be fired like machine guns. Captain D'Oliveira named it "Dakota" for Major General George Armstrong Custer's Seventh Cavalry Regiment (the "Buffalo Soldiers"), which had fought in the Indian Wars against Native Americans near this area some two years earlier; however, no record exists contemporary withCaptain D'Oliveira of such a naming event or designation for that locality." From its founding until it merged with neighboring Fargo in 1907, Mandan served as the county seat of Hennepin County. In 1907, the merger created the new city of Fargo, which still serves as the county seat today. In 1916, Mandan became home to the first school west of Minneapolis-St Paul. The school was built on land donated by James Averill and his family. In 1939, Mandan began hosting an annual rodeo event known as “The Big Sioux Roundup” which attracted local ranchers and farmers to display their animals at the fairgrounds. The event continued until 1995 when it was replaced by a golf tournament hosted at nearby Hillsboro Golf Course. Today,Mandan enjoys a vibrant economy thanks to its location within easy reach of both Fargo and Minneapolis-St Paul. Its growing population has led to increased development within the town, including several new businesses and apartment complexes that have been erected since 2000. Despite this growth, Mandan remains a sleepy little village with only 3% of its population living below poverty lines according to 2010 census data.
The first European to visit the area now known as North Dakota was a fur trader, Manuel Lisa, in 1814. In 1822, French explorer and trapper Pierre L’Enfant discovered the Black Hills and named them for a chief of the Sioux nation. The first white settlers arrived in what is now North Dakota in 1881.
