The fort served as a trading post and prison until it closed in 1845 due to lack of traffic and other problems linked with the American Civil War. In 1872, President Ulysses S. Grant issued an executive order creating Grand Forks County out of part of Ramsey County, Minnesota; it was not until 1907 that all jurisdictions within Grand Forks were placed under one government structure known as the "City and County" system which became effective January 1, 1908. At its peak during World War II (1939-1945), Grand Forks had over 125 businesses employing over 100 people; however, since then its economy has been largely based on agriculture and tourism although some small businesses have revived since 2000 when grand forks became world's largest arts & culture destination
