Fargo, North Dakota is a city of over 200,000 people located in the heart of the Dakotas. The city has been home to small-time gun dealers and holstersmiths for over a century. This rule changed when South Dakota entered into an agreement with Minnesota Territory (now known as Iowa) that allowed residents of Sioux City outside Minneapolis County to possess handguns without having their licenses revoked or being fined $25 per firearm possessed (the full fine could be levied if more than one firearm was possessed). This arrangement lasted until 1907 when South Dakota seceded from Minnesota and adopted its own concealed handgun law; this law continued to apply only to citizens living within Sioux City boundaries. During World War I, many men who were employed by the military left town for various reasons including service abroad or because they couldn’t bear spending time unarmed while war raged around them.
