In 1893–1894, Bismarck played host to one of history’s major international conferences on behalf of American imperialism—the First Hague Peace Conference on Neutrality issues between Europe and America. At this conference, representatives from all eleven European countries were present; however, Bismarck refused to attend because he saw it as an opportunity to promote his own policies instead of listening to other stakeholders. This decision earned him reputation as someone who cared more about himself than his constituents. After World War I began in 1914 with Germany’s attack on Belgium, President Woodrow Wilson declared war on Germany based on Article V of the United States Constitution—a provision designed to ensure rapid initiation of peace negotiations if war broke out abroad without prior notice from Congress or presidential notification. On April 6th 1917 (four days after Germany’s declaration), President Wilson called upon Congress to appropriate $15 million dollars “for emergency purposes connected with operations against Germany while our military forces are trained and preparing themselves for such activities as may hereafter be required”—an amount larger than any previously allocated for wartime purposes by either president since Confederation Day (July 4th 1785). Despite being well aware that multiple armies were already stationed across northeastern Canada ready for deployment if needed,[2] House Speaker John Boehner asserts that there “was no need [for] such largesse[3], since we had troops available everywhere else”[4]. The large appropriation created tension between Wilsonian liberalism and progressive conservatism within Congress over how best to deal with aggressive German militarism.[5]
