In 1859 he was appointed Minister of Justice and Police in Prussia's new government under Chancellor Otto von Bismarck. In 1862 Bismarck found himself head of state of Prussia after Otto succeeded his father as ruler of Germany. As chancellor, he began to make changes to German society and economy that would lead to rapid modernization and increased wealth for all Germans - including large amounts for the wealthy elites. However, many Frauen (women) were still not able to hold high-ranking positions within society or have any say over important decisions related to their families' well-being. This situation gradually worsened under Bismarck's rule until it reached its peak during World War I when women made up just 10% of the workforce but controlled nearly 60% of family assets across all levels of society. During World War Iedit , North Dakota saw some very active military action thanks largely to General Douglas MacArthur 's " bloodless" offensive into eastern Minnesota . The Badlands had been forgotten by most citizens; however they rose up against MacArthur's forces with astonishing speed while little public awareness existed about them other than rumors circulated among warrior clans . With only scattered skirmishes along the entire length and width of his territory there seemed little chance that American troops could ever come close enough even though MacArthur ordered his men onto open ground knowing full well that this would bring disaster for both sides if battle did become widespread

In 1885, North Dakota became the 34th state in the United States. The territory that made up North Dakota was organized into a provisional government on November 15 of that year by Minnesota Territorial Governor John Armstrong. On December 1, 1885, the first territorial legislature met in Fargo and passed a bill creating Bismarck County as part of the new state. Bismarck had been proposed as the county seat for North Dakota because it had the most potential for growth. The population of Fargo at that time was only 2,500 people, but Bismarck would soon become home to over 30,000 people. The first courthouse in town was built in 1890 and served as the government center until 1907 when a new courthouse was constructed south of town and named after General Nelson A. Miles Jr., who helped lead American troops during World War I and later served as governor of North Dakota. The city continued to grow even after its incorporation into the state and by 1912 there were over 100 businesses in downtown Bismarack. The city's growth led to problems however; traffic congestion caused by increasing numbers of automobiles and increased production from local mills had become an issue. In 1916, a committee was formed to study ways to improve traffic conditions within town limits and recommend solutions such as adding lanes on Interstate 94 or constructing more bridges across Kinnickinnic River. However, these proposals never came to fruition because of political opposition from established business interests in townspeople who saw their role within society changing while they remained stationary outside of it. In 1924, another committee was set up to study ways to improve traffic conditions within town limits but this time around suggestions included building an expressway through town or erecting billboards warning drivers about oncoming cars on I-94 just east of town Limits
