The town of Salisbury was platted by local resident John Sayers around 1800 as an agricultural village to provide subsistence for his farmers and their families living along the Yadkin River valley east of present day downtown. In 1896, white citizens voted overwhelmingly to secede from Albemarle County and form new independent county government; this event is known as the "Salisbury secession" campaign. On January 5th 1897 (the date that Alamance County officials determined that it would become effective), Sheriff Amos Neely led a group of armed men into town to seize control of the local courthouse after a vote by residents not to accept incorporation into Alamance County; they were successful in holding onto it until 1895 when Albemarle County annexation resulted in its seizure back by Salisbury authorities under Order No.#2 issued February 25th 1898 (the same day as Alamance County official recognition).
