In 1860, Newbern became the county seat of Cabarrus County after being chosen by vote of the citizens. The courthouse burned down in 1861 but was rebuilt and closed to business again in 1870. A new courthouse was built and opened in 1916; it still stands today as one of the most important government buildings in town. In 1927-28, $5 million were spent to renovate downtown's architecture including renovation of the clock tower and addition of a new plaza between Third Street and Fourth Avenue which now contains shops and restaurants as well as a public library (the first such structure within city limits). At that time also came construction of two large housing projects: One for Negroes called "Foster House" (now known as Friendship Village) on Seventh Street near Elm Street NW; and another for whites called "Newbern Heights" on Ninth Street near Elm Street NE which had been planned to be larger but never completed due to financial difficulties. The mayorsalty changed hands four times from 1912-2015 with three men serving consecutive terms before incumbent mayor Donnie Ladd was selected for a fourth term during an election held November 3rd 2015 following years of steady growth that has seen average home values increase more than 50%. The Historic District Inventory designation went into effect for much older parts of town including portions along Third Street NW which are considered part of Old Town New Bern while other areas have been rezoned For Commercial Use only or may continue to be used Residential/Nonresidential uses under certain specific conditions approved by voters during November 3rd 2015 special election process when incumbent Mayor Donnie Ladd resigned effective January 1st 2016 after 16 years service
