Monroe is a town in Surry County, North Carolina, United States. The population was 5,055 at the 2010 census. It is the county seat of Surry County and it is part of the Raleigh–Durham Metropolitan Statistical Area. Monroe has a humid subtropical climate (Köppen Climate Classification Cwa), meaning that summers are hot and winters are mild. The town was founded in 1796 by James Monroe as a trading post on Catawba River between Roanoke Island and what is now Wilmington, NC. When Orange County was created in 1821, Monroe became its first county seat. The courthouse was built in 1840 and replaced an earlier courthouse which had been destroyed by a fire. In 1870, when Durham became the state capital after Raleigh’s merger with Wake County, Monroe became the new county seat for race-based reasons because Durham did not yet have an official seat. A second courthouse was built in 1909 but demolished in 1965 due to vandalism by students at nearby Duke University School of Law who were trying to collect moneys owed them from classes taken there during World War II.
