The town gained its present name from General John Cushing, who fought with General George Washington at Yorktown and later served as Governor of North Carolina. Monroe became an incorporated town on January 7, 1845. After the end of the American Civil War, much of what remain of Monroe were destroyed during Reconstruction by both Union armies and local factions opposed to Reconstruction policies implemented by President Ulysses S. Grant. In October 1925, monroe-born Willa Cason Brown won an important election against incumbent Republican member of Congress Harry Byrd because African Americans could not vote without running for office as required by Jim Crow laws then in effect in most southern states. Brown became one of only two African American women ever to serve full terms as members of a state legislature or higher (the other being Radcliffe Karr). After her term ended she ran for reelection but lost to Byrd again due to white male voting blocs that had been created through apportionment following passage of the Fourteenth Amendment to the United States Constitution which granted voting rights to all citizens regardless of race or color starting with election year 1870: thus effectively ending Jim Crow segregation across much Southern America including North Carolina where it continued until after passageof' Section 521' ( Voting Rights Act) which outlawed voter discrimination based on race throughout portions OFNorth Carolina excluding Beaufort County on November 3rd 1978). Monroe was founded by the Cherokees in 1763. The town was named after James Monroe, president of the United States from 1801 to 1825. In 1830, Monroe became a part of Richmond County, Virginia. In 1837, it joined neighboring Raleigh as one of the original twelve counties in Wake County, North Carolina. Monroe's growth as a town and county seat came during the late 19th century with the rise of industry and agriculture in central North Carolina. The population peaked at over 10,000 in 1910 and declined to around 7,500 by 1970. However, since then its population has increased again due to suburbanization and new development along Interstate 85 south of town.
