In Monroe, North Carolina, the founding of the state in 1795 led to a number of gun restrictions being put into place. One such restriction was the Regulation of Firearms in New South Wales (1823). This law restricted handguns to citizens who could afford them and required that all firearms be registered with the government. It also banned any private sales or transfers of handguns within New South Wales. Another gun ban was passed in 1875 after a series of shootings around town. The ban prohibited anyone from owning more than four handguns per household and made it illegal for anyone under the age of eighteen to possess a handgun. It also forbade any person from selling or transferring a handgun without first getting permission from their parents or guardian. In 1911, Monroe passed its own Gun Control Law which did not contain any specific restrictions on handguns but did require all firearms to be registered with the government and carry a permit. The law also made it unlawful for anyone under the age of twenty-one to possess any firearm whatsoever without having been given prior written consent by their parent or guardian. The Gun Control Law remained in effect until 1973 when it was repealed due to amendments made to the North Carolina Constitution that allowed residents over 21 years old to hunt, fish, trap, gather shellfish, and collect game if they had a hunting license and paid an enforcer $5 per day for his services.
Monroe is a town in Johnston County, North Carolina, United States. The population was 2,826 at the 2010 census. It is part of the Raleigh-Durham Metropolitan Statistical Area. Monroe was founded in 1814 by Captain James Monroe and his family after they left Forristown, Pennsylvania. Monroe is located on the line of the old Johnston–Fayette Railway, which connected Charlotte and Atlanta. In 1892, the railroad was sold to the Southern Railway Company and ceased operations. The current network of roads in Monroe connects it with both Raleigh and Durham. The Monroes were among the first farmers in Johnston County and developed their own system of agriculture based on raising corn, tobacco, horses and other livestock needed for subsistence farming rather than reliance on outside trade or investment opportunities available at that time. They also became early leaders in civic organizations including serving as president of local school board before moving to larger roles within local government over time. He served one term (1821-1824) as governor of North Carolina before returning to private life following that experience.

In 1775, the Second Continental Congress created the first standing national militia in America, with the goal of protecting against British raids. Firearms were also integral in helping Americans protect themselves from Native Americans during the Boston Tea Party. The Founding Fathers also realized that firearms could be used to defend property and people from violence. Government regulations surrounding firearms began to develop relatively late in American history. For example, it wasn’t until 1871 that all states except Vermont required citizens to obtain a valid license to purchase or possess a firearm. Regulations around ammunition also varied widely across states at this time. For example, New York allowed individuals to purchase rounds of up to 10 rounds per pistol per month; meanwhile, Rhode Island only allowed residents to buy 1 round per week. As gun protections grew more widespread in America, so too did terrorist threats against communities and individual civilians alike. In 1968, radical Islamic terrorists bombed three US military bases in Yemen; as a result, US President Lyndon Johnson ordered all fifty states plus Washington D.C., into compliance with newstand regulations outlawing the sale and possession of handguns without a license (the Gun Control Act of 1968). This law was designed To prevent civilian casualties as well as terrorist attacks on government installations by militias inspired by radical Islam. However, enforcement strategies were often ineffective and terrorism continued unabated throughout most of the 1970s and 1980s despite increased security measures including comprehensive background checks on buyers and sellers alike (euphemistically called “gun control”). During this time period there were also several high-profile shootings involving licensed handgun owners which left dozens dead or injured (eFigure 1). These events highlighted how difficult it is for civilians who are not holder of a license or permit to own guns safely within our community – even though these individuals do not typically pose an immediate threat to public safety or security!
