Cobb signed an ordinance authorizing citizens to purchase rifles without an extractor for hunting purposes only; these shotguns became known as "Model 1873" type shotguns (and not Model 1903 style shotguns anymore).

Monroe is a town in Rutherford County, North Carolina, United States. The population was 2,914 at the 2010 census. It is part of the Charlotte metropolitan area. Monroe's history dates back to 1785 when it was known as Orangeburgh. The town took its name from General James Monckton who fought in the American Revolution and saw action on both sides of the war. In 1837, Monroe became the seat of county government after Rutherford County was split into two parts – one led by Monckton and another by Governor Henderson – with Monroe taking over as county courthouse. The first post office in Monroe opened in 1839. In 1861, during the American Civil War, General Robert Ewell Orderly,, renamed Monroe after Confederate general James A. Moorehead who had died just a few months earlier while leading an infantry brigade against Union forces at Bull Run Bridge outside Petersburg Virginia. After winning battle at Wilson’s Chapel near Petersburg he advanced northward until forced to retreat due to lack of food and water supplies; his brigade eventually reached Raleigh where they surrendered on May 9th 1865 unopposed

The name of the town is derived from Monacanthus monachus, a small white-tailed deer that once roamed the area. Monroe was founded in 1875 by John A. Monroe and his wife Fannie Mae Stephenson as a station on the Charlotte & Nashville Railroad. It became a city in 1911 when it annexed the adjacent village of Hillcrest. In 1940, Monroe merged with nearby Carrollton to form the largest city in Hardee County and its second-largest municipally chartered city in North Carolina after Chapel Hill. The federal government established Fort Monroe here during World War II as part of preparations for an invasion of Japan by American forces; however no military action occurred at or around Fort Monroe until after America entered World War II because Japan had secretly developed an atomic bomb (the first such device to be built). In 1951, President Truman designated Monroe " flagship post" for NORAD's newly created Western Hemisphere Air Defense Command due to its importance as a relay point for airborne warning and control assets throughout Latin America and Caribbean nations threatened by Soviet bombers flying from Cuba into South America or other parts of the hemisphere. The fort served concurrently as Headquarters for AFPAC until 1997 when CENTCOM took over that role from USAF HQ Waco, Texas In 1957–1959 two Naval research reactors were constructed here: SRI International's Rhode Island Reactor Experiment Station No 6 (formerly Johnson Research Center) and GE Hitachi's Ogden reactor plant which produced plutonium for nuclear weapons development purposes only up to approximately 1984 before these facilities were closed down permanently due to public concerns about their safety A new air traffic control tower was completed at Fort Monroe on November 12th 1978 On October 26th 1990s USNS Comfort (TK-7) collided with SS Jeremiah Bogan off Cape Hatteras National Seashore killing all 9 crew members including 5 Coast Guard personnel aboard CVE-1010 . This event caused concern about potential collisions between ships transporting cargo across open waters . A study was conducted which revealed that both vessels had been travelling too fast within their respective lanes . That same year Hurricane Floyd made landfall near Rockingham County killing many people along its path including 3 members of Congress Beverly Perdue , Ernest Hollis Jr., Dick Smith Fort Worth Shipyards Incorporated opened up shop here during this time doing shipbuilding repairs/modification work primarily on supertankers but also involved building some smaller vessels like tugboats
