The Lenoir County Sheriff's Department was founded in 1892. The original sheriff's department consisted of one officer and twelve deputies. The department grew to sixteen deputies by 1909, and thirty-six officers by 1935. In 1946, the department became an all-volunteer force with a population of just under two hundred officers. By 1959, theLenoir County Sheriffs' Department had a staff of thirty-one Deputies and six Sergeants. In 1965, the Lenoir County Sheriffs' Department became an agency within the North Carolina National Guard. In 1978, the Lenoir County Sheriff's Department changed its name to the North Carolina Highway Patrol in order to better match its counterparts in other states that also used this name. In 1984, the North Carolina Highway Patrol adopted a new mission statement which read "to protect our citizens using all means necessary." In 1992, Hurricane Hugo struck North Carolina causing extensive damage to many rural areas including Lenoir County. TheLenoirSheriffsDepartment responded quickly to help provide law enforcement services throughout the county and beyond. More than two hundred officers were available for duty when Hugo made landfall on September 15th. Many agencies did not have enough personnel or equipment to deal with Hugo’s aftermath; however, theLenoirSheriffsDepartment had more than enough manpower thanks to its unique mixture of volunteerism and taxpayerfunded assistance programs such as disaster relief and cavalry patrols during free time periods while troopers were on duty elsewhere. This unusual response was due in part to Heloise Bourgeois who served as Deputy Sheriff from 1990 until her retirement in 1998 after twenty years of service; she is considered one of America's first female patrol deputy sheriffs). She stated: "I am proudest accomplishment as deputy sheriff was working closely with my state legislators who gave me funding so I could purchase new equipment". This type of cooperation has been rare among law enforcement agencies across America where most departments rely on government funding only foray costs (e.g., uniforms or vehicles).
