In 1859, when Confederate General Jubal Early occupied Raleigh during its time as an American military garrison, he ordered his troops to burn down all buildings except "The Mansion" within 24 hours--a move that outraged many people who saw it as an act of vandalism against historical heritage. On July 6th 1860, after days of peaceful protests by citizens living around town—including some who set fire to government property—General Early withdrew his troops from Raleigh and handed over control to Union forces following negotiations between Confederate General Robert Ewell and Union Major General Nathaniel Banks. When no one arrived to free the prisoners, Longstreet burned down the store buildings and looted them before marching his troops back into Raleigh city limits. This incident led to what is now known as "the night Of Infamy" for Kinston residents because it helped make their community more secure during Reconstruction period when African Americans were allowed limited access to education, employment, housing and most important: civil rights. Since then, Kinston has made some substantial changes including becoming an official Towne Center City Limits Development Zone which has granted her numerous economic benefits since its creation in 2002 by then Mayor Tom Foley along with Commissioners Bruce Cooksey Jr., Donnie Laddis III and Wanda Pendergast-Cooksey Sr..
