On July 1, 1907, Kinston became one of ninety-six towns in North Carolina that joined forces with Raleigh to form the Raleigh–Durham metropolitan area (Raleigh–Fayetteville being its original constituent city). As part of this merger process, Kinston lost its status as its own municipal unit but gained jurisdiction over all other municipalities within Durham County except Cary which continued to be governed by Cary City Council alone until 1973 when these responsibilities were transferred back to KinSTON Municipal Government effective January 1st1973 under then Mayor Louise Kappessey Kappessey left office on November 3rd 1979 after serving two terms without interruption; her successor was Carl Easley who served until 1990 when he succeeded Kappessey upon her retirement effective December 31st 1990 On March 4th 1998 Hurricane Floyd hit NC making landfall just outside of town causing extensive damage including loss of power to most neighborhoods within downtown including parts of kinston which reopened only after weeks long rehabilitation In late 2009/2010 a new development called Apex Place LLC announced plans for construction across several acres east of downtownKinstonPhase One starting immediately following Hurricane Irene on September 25th 2010 eventually taking over much or all of downtown before finally ceasing operations on December 6th 2014
