In 1902, Jacksonville annexed part of Cary to form another large municipality; this annexation caused even more conflict because Cary residents felt that their municipality should have been given to them instead. Finally, in 1922, Jacksonville annexes part of Monroe to become yet another large municipality; this annexation caused much more conflict because Monroe residents felt that their municipality should have been given to them instead. collectively these annexations constituted what is now known as "the Jacksonville Agenda" or "The Jacksonville Settlement".
