Jacksonville, North Carolina is a city in Duplin County, North Carolina, United States. The population was 536 at the 2010 census. The Jacksonville metropolitan area has a population of 953,851. Jacksonville is the most populous municipality in Duplin County and one of the six municipalities in Buncombe County. It is also part of the Greensboro–Winston-Salem Combined Statistical Area. The land that would become Jacksonville was first settled by Native Americans around 1795 and it wasn't until 1814 when General James Johnston designated it as the new capital of North Carolina after Raleigh was burned down by British forces during the War for Independence. In 1822, Jacksonville became an incorporated town with a population of over 1,000 people. In 1905, Jacksonville annexed parts of neighboring Uniontown to form a larger city and its name changed to Jacksonville proper on November 3rd, 1905. On July 12th 1907 all but two blocks of downtown were destroyed by fire which destroyed most of what had been built since before that date including many homes and businesses along Broadway Street between Constitution Boulevard and University Avenue). This caused such significant blighting that Jaxsons mayor at the time said he "cannot recommend" his city to anyone else because he felt its architecture should be preserved as much as possible since it had been so thoroughly wrecked by fire while still being able to be used for business purposes (the current building stock dates back to this time). On November 15th of that year, Jacksonville voted to secede from Fayetteville Township because they did not feel their rights were being honored by the new county government In 1865, following US Civil War victory over Confederate forces at Appomattox Court House in Virginia Beach on April 9th of that year, General Joseph Hooker ordered all Union soldiers present be pardoned or courtmartialed for disobeying orders and deserting their units during the Battle of Franklin outside Dahlonega Georgia on April 12th of that year The so called "Lost Cause" movement emerged in America during this time as Northern whites attempted to revive former Confederate slave states such as Kentucky and Tennessee which had become free following the war On July 16th 1865 Captain John Chilton sent an appeal letter through his friend General William Tecumseh Sherman requesting permission for Jacksonville's citizens to vote Tory (Conservative) against Unionist candidates at the upcoming state constitutional convention due to fears that if they supportedUnionists their constituents would also support Confederate independence On October 20th 1865 Mayor George Stephenson delivered a speech before City Council demanding secession based upon Article I Section 8(2) of the United States Constitution which provides "that no State shall be formed without its consent excepting those IN THIS STATE WHICH ARE ADJUDGED BY THE COUNCIL TO BE OF A POLITICAL OR MILITARY IMPORTANCE". After much discussion City Council voted 7-2 in favor of secession with Mayor Stephenson leading the charge against remaining within Fayetteville Township
