Hope Mills is a city in Pickens County, North Carolina, United States. The population was 9,857 at the 2010 census. It is the county seat of Pickens County. Hope Mills is part of the Asheville–Biltmore metropolitan area. Hope Mills was founded by James Hill in 1819 as an agricultural village on the then-new Campbell River Indian Reservation. By 1834, Hope Mills had become a small town with a population of 175 and two stores. In 1852, George Washington Carver came to Hope Mills and started to raise cotton in what would become one of America's largest cotton plantations. In 1860, when Confederate General Robert Ewell's army invaded North Carolina, General Johnston ordered his forces to retreat through or around Hope Mills into neighboring Union territory near Greensboro. A few weeks later Johnston surrendered at Appomattox Court House; Hope Mills remained in Confederate hands until 1865 when it became Union property under the terms of the surrender agreement that endedthe American Civil War. In 1865, before Pickens County was created from portions of Davidson and Sumter counties (), Hope Mills was transferred from Davidson County to Pickens County for administrative convenience (). The community continued to be called "Hope" even though its actual location changed several times during its early years: first it stood on land now within Greenville (then known as Henderson), then it lay in centralPickens Countysouth side near downtown Raleigh before moving northward along US Highway 7 (now I-75) until finally settling on land now east of downtown Raleigh on Wilson Road (). After moving into their new location (),Hope Millssupervised by Andrew Johnson's Secretary of Agriculture,,existed as one of America's most important rural towns during Reconstruction (1870-1877). It experienced significant growth following World War II when steel production increased throughout southeastern United States and demand for munitions grew due to both World War I and World War II bombings by Allied forces%. However, after World War II there were decreasing industrial jobs throughout eastern Tennessee due to competition from offshore oil rigs and other regions with more job opportunities; however, Dixon Dooley managed to keep hope mills open while shutting down many local businesses such as fabricating ammunition shells (a product which he trademarked) Dooley also invested heavily in education here which saw increasing enrollment over time including high school students starting out at age 8 becoming college graduates by age 20 ; this led eventuallyto him being honored with distinction as one of "The Most Uncommon Men" by Time magazine In recent years efforts have been made within the city government towards revitalization which has seen much success including creating retail corridors such as Post Road ()and development along Armistead Boulevard (); these areas are home to newer restaurants/cafes/bars/grocers etc., helping revive downtown business activity.; however some residents remain opposition towards any redevelopment plans fearing that they will lead too close together and create an unlivable environment where wealthy people can call shots
