Havelock is a town in and the county seat of Havelock County, North Carolina, United States. The population was 9,611 at the 2010 census. It is part of the Charlotte-Mecklenburg Metropolitan Statistical Area. The town was founded in 1809 as a settlement by planters who arrived from Southern England. In 1830, it became a city under the ordinance of incorporation. The first settler in Havelock was Major John Pemberton, who arrived in 1809 with his family from Sussex County, England and built a cabin on what is now Main Street. By 1830, Pemberton's children had brought over their parents' home and established themselves as farmers in Havelock. A second later settler named Isaac Morse added to the community by platted out land on what is now State Road 21 south of where he lived. In 1835, when Raleigh became its capital, citizens of nearby Cary voted to join the city because they felt that Raleigh Embankment would not do enough for their needs within its boundaries. As Raleigh grew more populous and development pressures increased within city limits (including an increase in streetcar services), residents of Cary voted to secede into Durham County so they could have more control over their own destiny and establish their own municipality rather than become subject to Raleigh's jurisdiction. On December 12th 1835 – almost two years after Raleigh's incorporation – Havelock voted to join Durham County as well due to this perceived conflict between the two cities' interests; however evidence suggests that many Haverocks believed that joining Durham would be beneficial both economically and politically given their ties with Sunderland which were much stronger then those with Chapel Hill or Raleigh at that time). In 1840–1841 during Reconstruction following Confederate troop withdrawals from South Carolina under General Robert Ewell Johnston (the "War for Northern Independence"), local whites began moving back into rural areas throughout North Carolina while African Americans continued being forced off farms into vagrancy or servitude until finally all free people were allowed full civil rights following passage of the Fourteenth Amendment to the United States Constitution on November 6th 1865; this led eventually to white flight across state lines as black men serving in Union armies received preferential treatment over African American service men throughout most of Reconstruction period due primarily to Jim Crow laws enacted by southern states which discriminated against Blacks based on race alone).
