When America became an independent country following World War I , Congress passed legislation creating four metropolitan areas – Charlotte-Mecklenburg (the "big three"), Raleigh–Durham (the "heartland" region), Atlanta–Fulton County(later Cobb County), and Jacksonville Beach – which would have responsibility for allocating resources within each county or congressional district .
