In Graham, North Carolina, the history of firearms and their use dates back to 1871. At that time, the town was located in the County of Wakefield, which was part of the Granville District. On October 1, 1871, a bill was passed by the General Assembly creating a new Circuit Court and vesting power in it over all other courts in Wakefield County. The court had jurisdiction over issues within the circuit and could hear cases up to $500 in value. The bill also provided for an annual tax on handguns imported into Wakefield County from outside of British America. On December 3, 1881, another bill was passed by the General Assembly establishing a new sheriff’s office with jurisdiction over all civil and criminal matters within Graham County except for issues concerning military duty or national defense purposes. The office would have been responsible for arresting criminals and issuing warrants for their arrest. On January 1, 1907, a new courthouse was built in Graham by local contractor John Aiken. It replaced the original courthouse built in 1871-72 by Isaac Richardson Jr., which had burned down two years earlier while being used as a jail. The first gunshots were fired at this building on July 14th 1886 when six men including future Governor James Millington were arrested inside for setting fire to a store near town limits.
