In 1692, the English colony of North Carolina was founded by English settlers in what is now Charlotte County. The first permanent European settlement in what is now North Carolina was at Kingsborough Island, which was part of the same group of islands that included Charlotte County. In 1728, a new colony, Tryon County, was established to include much of present-day Charlotte County. The first official courthouse and jail were built in 1731 on Mecklenburg Street in downtown Charlotte. In 1775, during the Revolutionary War, British forces captured and burned down the original courthouse and jail in Charlotte. After the war ended, Tryon County reverted back to British control but renamed it New Hanover County. During Reconstruction (1868-1913), North Carolina became one of the most African American-led states in America. From 1871 through 1971, voter turnout for local government elections ranged from 63% to 68%.
