He named the new settlement Elizabethtown after his wife, Queen Victoria of England. The town began temporary operations on November 12th 1819 under the leadership of Captain James Wofford who oversaw construction of four lodges and two stores for local traders before permanently settling in full force three weeks later with 1,500 people living within six miles (10 km) radius of Fort Raleigh under command of Major Andrew Pickens. After several yearsOf struggles against hostile natives and Cherokee Indians who raided his outpost during this time period Jno Johnston negotiated an treaty with them resulting in their removal from the area without any physical damage done to either side involved including many women and children taken captive along with some cannons and other equipment valued at over $2 million dollars! The first permanent settler inElizabeth Town was Major Andrew Pickens who arrived January 10th 1830 followed shortly afterwards by Captain James Wofford Most men were recruited from among local militiamen serving in Colonel Samuel McDowell's militia regiment stationed at Fort Fisher also headquartered at Raleigh until its disbanding early 1830s . In early 1830s there were skirmishes taking place between British regulars commanded by Brigadier-General Sir Arthur Wellesley Macdonald operating out of Halifax Nova Scotia and native troops numbering up to 40 men led by Chief Powhatanagent Manoah whose territory included present day Elizabeth City limits as well as much of modern day western Virginia & Southwestern Maryland
