In 1802, when Duke University was founded nearby and growth began to spur development in Durham proper (see Map 1), City Council voted unanimously to erect a blockhouse near present day Garner Avenue as part of fortification measures against possible Indian attack or incursions into Town Square during wartime conditions (Map 2). The only public building built prior to World War II was what is now City Hall which opened in 1942 following extensive renovation under then Mayor Harry Mitchell III After World War II there continued rapid growth with major additions including: First Baptist Church (1963), Medical Center (1968), United Methodist Church (1979), YMCA (1983), High School Arena/Gymnasium/Sportsplex(1991). On October 15th 1990 Hurricane Hugo struck southeastern North Carolina killing more than seventy people including twenty-six clergy members from Duke University Chapel tower where services were being held at time of landfall & more than fifty other people killed statewide By early 1992 much damage had been done but many attempts have been made over ensuing decades at restoring some or all former buildings within City limits although progress has been slow due largely to lack of accessible funding sources Despite these limitations however some significant redevelopment has occurred such as: replacing most destroyed blocks on Garner Avenue with modern homes; creating green space around Main Street called “City Park” while retaining much historicallysignificant architecture including numerous Presbyterian churches dating back 500 years A new downtown mall called "Durham Place" opened in 2009 adjacent to Catawba College providing much needed retail competition & furthering economic development spearheaded by Mayor Rufus Coddington since its opening
